The Wyoming Weatherization Assistance Program (WAP) helps eligible low-income households in the state reduce their energy bills by making their homes more energy efficient. Home energy improvements are provided at no cost to eligible applicants. Both renters and homeowners can qualify. Weatherizing homes often means adding more insulation, sealing leaks around doors and windows, and making basic health and safety checks. Weatherization can save 5-25% on home heating bills.
WAP Program Information
Two nonprofits provide weatherization services for WAP.
- Council of Community Services provides weatherization to Campbell, Crook, Johnson, Sheridan and Weston counties. The main office number is 307-686-2730.
- Wyoming Weatherization Services provides weatherization to the remaining 18 counties. The main office number is 307-347-2200.
Your local weatherization service provider will contact you once your application is approved. The provider will conduct a free energy audit to determine if cost-effective energy efficiency improvements can be completed in your home. Once the audit is complete, the weatherization provider will meet with your household to explain how and when the crews will conduct the work.
Typical weatherization measures may include:

- Caulking
- Weather-stripping windows and doors
- Patching holes in the building envelope
- Repair or replacement of inefficient heating systems
- Insulating attics, walls, floors, heat ducts, water heater pipes, and water heaters
- Testing the safety and efficiency of the heating systems
- Testing and installing smoke and carbon monoxide alarms
- Providing information about how to keep the home safe and energy efficient
- Replacing old energy-consuming refrigerators
Wyoming residents with income up to 200% of the Federal Poverty Level (FPL) are eligible. Approved LIEAP applicants are automatically considered for WAP. A person who participates or has family members who participate in certain other benefit programs, such as SNAP, SSI, TANF, automatically meets the income eligibility requirement.
WAP applications are accepted online year-round. WAP and the Low-Income Energy Assistance Program (LIEAP) use a joint application. Approved LIEAP applicants are automatically considered for WAP. Once approved, a weatherization agency may contact the applicant to schedule a comprehensive energy audit of the home. A notice of approval doesn’t guarantee a household will receive WAP assistance that year as services are based on a priority point system, whereby priority is given to elderly, disabled and homes with children under five.

If you are housebound due to a disability or illness and do not have a computer to submit your application online, call 800-246-4221 and someone will assist you to ensure that you can apply for LIEAP/WAP.
Federal guidelines allow 45 days from the date the application is received by the LIEAP/WAP intake office to process a LIEAP/WAP application. You can help ensure that your application is processed in a timely manner by: making sure the application is completed fully, that all household members age 18 and older sign the application. Additionally, make sure you provide all of the required supporting documents with your application to help us process your application without delays.

Yes, both homeowners and renters are eligible, whether you live in a single-family home, multi-family housing complex, or a mobile home, you can apply for assistance. However, renters must receive written permission from their landlords to weatherize their homes or rental units and restrictions apply. You must complete the rental agreement and submit it with your application
Yes, typical improvements to mobile homes include underbelly insulation, window sealing and sealing air leaks.
No, a home may only be re-weatherized if 15 years have passed since the completion of the original services.
Please contact the weatherization staff member you have an appointment with a few days in advance if you need to reschedule. If you wait until the day of the appointment, you may end up in a deferral of services status. This may delay the work to your home.
Depending on the severity of the work needed to be performed, it can take up to 5-7 days to complete. It may take longer if materials have to be ordered to complete the job.
First, contact the Weatherization Agency that you have a concern with and ask to speak with management personnel or a supervisor. If you feel the issue is not resolved, it will be escalated to the State WAP Program Manager at brenda.ilg@wyo.gov. Additional actions are available to you and can be found on the Applicant’s Rights and Responsibilities section of the LIEAP/WAP application. Customer service is of high priority for Wyoming LIEAP/WAP and your feedback is always welcome.
You may request a local conference review. You must request this in writing within ten days of receiving your LIEAP notice. Your written request must include what it is you want us to review. Written requests can be emailed to lieapinfo@thealignteam.org. You may also mail your request for review to LIEAP, PO Box 827, Cheyenne, Wyoming 82003.
