Weatherization Assistance Program (WAP)

Interested in lowering your heating bills?

The Wyoming Weatherization Assistance Program (WAP) helps eligible low-income households save money on energy bills by making their homes more energy efficient. If you qualify, you can get home energy improvements for free. Both renters and homeowners are welcome to apply. Weatherization usually includes adding insulation, sealing leaks around doors and windows, and checking for basic health and safety issues. These improvements can help you save 5-25% on your heating bills.

WAP Program Information

WHAT SERVICES ARE AVAILABLE?

Typical weatherization measures may include:

    • Caulking
    • Weather-stripping windows and doors
    • Patching holes in the building envelope
    • Repair or replacement of inefficient heating systems
    • Insulating attics, walls, floors, heat ducts, water heater pipes, and water heaters
    • Testing the safety and efficiency of the heating systems
    • Testing and installing smoke and carbon monoxide alarms
    • Providing information about how to keep the home safe and energy efficient
    • Replacing old energy-consuming refrigerators
WHO IS INCOME ELIGIBLE?

Wyoming residents with income up to 200% of the Federal Poverty Level (FPL) are eligible. Approved LIEAP applicants are automatically considered for WAP. A person who participates or has family members who participate in certain other benefit programs, such as SNAP, SSI, TANF, automatically meets the income eligibility requirement.

HOW CAN I APPLY?

​WAP applications are accepted online year-round. WAP and the Low Income Energy Assistance Program (LIEAP) use a joint application. Approved LIEAP applicants are automatically considered for WAP. Once approved, a weatherization agency may contact the applicant to schedule a comprehensive energy audit of the home. A notice of approval doesn’t guarantee a household will receive WAP assistance that year as services are based on a priority point system, whereby priority is given to elderly, disabled and homes with children under five.

Frequently Asked Questions

1. How and when can I apply for WAP?

WAP applications are accepted online year-round. 

If you are housebound due to a disability or illness and do not have a computer to submit your application online, call 800-246-4221 and someone will assist you to ensure that you can apply for LIEAP/WAP.

2. How long will it take to process my WAP application?

Federal guidelines give us 45 days from when we receive your application to process it. To help us process your application quickly, please fill it out completely, have everyone in your household age 18 and older sign it, and include all required documents.

Applications are accepted year-round, and approved LIEAP applicants are automatically considered for WAP. However, approval does not guarantee your home will receive services that year, as households are selected using a priority point system based on multiple risk factors. Additionally, a home can only be re-weatherized if at least 15 years have passed since original services were completed.

3. How do I check on the status of my application?

You can check your application status by calling 800-246-4221 or logging in to the application portal.

4. Are renters eligible for weatherization services?

Yes, both homeowners and renters can get help. You can apply if you live in a single-family home, an apartment, or a mobile home. Renters need written permission from their landlord to weatherize their home, and some restrictions may apply. Be sure to fill out the rental agreement and include it with your application.

5. Can mobile homes be weatherized?

Yes, mobile homes can be weatherized. Common improvements include adding insulation underneath, sealing windows, and fixing air leaks.

6. Can a home receive weatherization services every year?

No, a home can only be weatherized again if 15 years have passed since the last time it was done.

7. I have an inspection appointment but I need to reschedule. What do I need to do?

If you need to reschedule your inspection, please contact the weatherization staff member you are scheduled with a few days ahead of time. If you wait until the day of your appointment, your services may be delayed.

8. How long does it take for work to be completed?

Most work takes about 5 to 7 days to finish, depending on what needs to be done. It may take longer if we need to order materials.

9. Who do I talk to if I have a complaint about WAP?

If you have a complaint, start by contacting the Weatherization Agency you worked with and ask to speak to a manager or supervisor. If your issue is not resolved, it will be sent to the State WAP Program Manager at brenda.ilg@wyo.gov. 10. What should I do if I think there is a mistake on my eligibility determination or benefit amount?

If you think there is a mistake with your eligibility or benefit amount, you can ask for a local conference review. You need to make this request in writing within ten days of getting your LIEAP notice and explain what you want us to review. You can email your request to lieapinfo@wyo.gov or mail it to LIEAP, PO Box 827, Cheyenne, Wyoming 82003.
