Low Income Energy Assistance Program (LIEAP)

The Wyoming Low Income Energy Assistance Program (LIEAP) is a federally funded program that helps eligible residents cover a portion of their monthly winter heating bills, receive help with heating emergencies, and improve their home’s energy efficiency.

Who Can Apply and When

A new application is required every heating season. Apply between October 1, 2026 – April 30, 2027.

2026 Changes to LIEAP

  • Payments: LIEAP can issue payments for utility bills in October. Your seasonal LIEAP benefit will not pay bills from before October 1, 2026. 
  • Unpaid Bills: If you have a disconnect notice on your utility bill from the last 30 days, you can get help. You can receive help with up to two utilities, with one payment for each during the season.
  • To qualify for crisis assistance this season, your household must now show proof of recent utility payments. Within the past 60 days, you must have paid at least 10% of your total gross monthly income (before taxes) toward your fuel and utility bills, and you must provide payment receipts or records to verify this. Example: If your household earns $2,000 a month before taxes, you must show proof of paying at least $200 toward your energy bills over the last 60 days.

Program Information

WHAT SERVICES ARE AVAILABLE?

REDUCE YOUR MONTHLY WINTER HEATING BILLS

LIEAP’s Seasonal Heating Assistance can help cover part of your monthly heating bills. It works with many types of fuel, such as natural gas, electricity, propane, coal, wood, and more.

  • Application Period: October 1, 2026 through April 30, 2027.
  • Who is eligible: You need to live in Wyoming, and your total household income must be at or below 60% of the state median. Homeowners, renters, and people living in permanently parked RVs can all apply.
  • How much: The amount you get depends on your energy needs, income, and family size. LIEAP might not cover all your energy costs for the year, season, or month.
  • Payments: LIEAP pays your fuel vendor directly
  • .Benefits available: You can use your benefits through May 31, 2027, or until your benefit amount runs out, whichever comes first.

RECEIVE HELP WITH HEATING EMERGENCIES

LIEAP’s Crisis Intervention and Prevention Assistance helps households deal with emergencies like utility deposits, shut-off notices, broken furnaces, or running out of fuel.

  • To qualify for crisis assistance this season, your household must now show proof of recent utility payments. Within the past 60 days, you must have paid at least 10% of your total gross monthly income (before taxes) toward your fuel and utility bills, and you must provide payment receipts or records to verify this. Example: If your household earns $2,000 a month before taxes, you must show proof of paying at least $200 toward your energy bills over the last 60 days.
  • Application period: October 1, 2026 through April 30, 2027. If you need more help after applying for seasonal benefits, call the LIEAP office to request it.
  • Who is eligible: If you’re approved for LIEAP seasonal benefits, you also qualify for a one-time extra benefit if you have a heating emergency.
  • Unpaid Bills: If you have a disconnect notice on your utility bill, you can get help. You can receive help with up to two utilities, with one payment for each during the season.
  • Payments: Paid directly to your vendors. Heat loss emergencies are handled within 18 business hours after you apply.
  • Benefits available: Crisis assistance is available from October 1, 2026 through April 30, 2027, unless it is extended because of severe weather or higher fuel prices.

IMPROVE YOUR HOME'S EFFICIENCY

The Weatherization Assistance Program (WAP) helps make your home more energy efficient so you spend less on heating. This usually includes adding insulation, sealing leaks around doors and windows, and doing basic health and safety checks. Proper weatherization can help you save 5–25% on your heating bills.   • Application Period: Accepted year-round.
  • Who is eligible: If you’re approved for LIEAP, you’re automatically considered for WAP. However, getting LIEAP does not guarantee you’ll get WAP help that year, since services are based on a priority point system. WAP also uses different income guidelines than LIEAP, so make sure to check the WAP eligibility requirements.
  • How much: If you qualify, home energy improvements are free.
  • Payments: Paid directly to the vendors.

HOW AND WHEN CAN I APPLY?

LIEAP and the Weatherization Assistance Program use a joint application.

  • For winter heating bill and crisis assistance: Applications are accepted from October 1 to April 30, 2027. A new application is required each heating season.
  • For weatherization assistance: Applications are accepted online year-round. If you have been approved for LIEAP, you are automatically considered for WAP. If you don’t want to apply for LIEAP but are interested in WAP, please fill out the LIEAP application and check only the WAP box.

WHAT DO I NEED TO APPLY? - DOWNLOAD DOCUMENTS & FORMS

LIEAP APPLICATION CHECKLIST

  • CONTACT INFORMATION: Name and email. Your email will be used to access your application and to receive information from the program.
  • PROOF OF IDENTIFICATION:  Verification of identity for all household members. Ex. Driver’s license, birth certificate, Military ID, passport, state issued ID, etc.
  • INCOME: Household income information. You will be required to upload proof of income for each household member.
  • UTILITY BILLS: A copy of your most recent main heating bill and electric bill. The bill/statement(s) must show the service address, account number, and name.

Depending upon your situation, you may be asked to provide these documents:

  • Download the Employer Statement
  • Download the Self Employment Statement
  • Download the Self Declaration of Zero Income form
  • Download the Work Registration Agreement form and the Work Registration Fact Sheet
  • Download the Rental Verification & Agreement form
  • Download the Statement of Incapacity
  • Download the Self Declaration of Permanently Parked RV, Fifth Wheel or Camper with a Physical Address form
  • Download the Authorized Representative Release Form

Frequently Asked Questions

1. How long will it take to process my LIEAP application?

Make sure to fill out the whole application, answer every question, and include all the information we ask for. If anything is missing, we will need to send you a letter to request it, which can slow things down. For non-emergency cases, we process applications within 45 days.

2. How do I check on the status of my application?

Log in to the application portal to check your application status. If you have more questions, call 1-800-246-4221.

3. How will I be notified about whether my application was approved?

After you submit a complete application, we start processing it. LIEAP will let you know the decision by email or mail. This notice will explain:

  • Whether your application was approved or denied.
  • The total benefit amount you will receive (if approved).
  • Which utility or fuel provider will receive the payment on your behalf.
4. How and when will I receive my LIEAP assistance?

LIEAP pays benefits directly to your heating provider, not to you. Once your application is approved, your benefits are set. If you do not see the credit on your utility account right away, it may be waiting for the invoicing process.

Here is how the payment flow works:

  • Approval: LIEAP notifies your utility or fuel provider that you have been approved for a specific amount.
  • Invoicing: Your provider sends an invoice to the LIEAP office.
  • Payment: LIEAP sends the payment to your provider, and they apply it as a credit to your account.

5. How often can I receive assistance from LIEAP?

LIEAP will pay a portion of your monthly heating bill until your seasonal benefit is exhausted or through May 2027, whichever comes first.

6. How much money will I receive?

The amount of energy assistance you get depends on things like your main heating costs, your household income, and how much LIEAP funding is available. LIEAP pays the highest benefits to those with the highest primary heating fuel costs.

7. What does LIEAP pay for?

LIEAP will pay for:

  • A portion of your  monthly winter heating bill
  • Fixing broken furnaces
  • Utility shutoffs

LIEAP will not pay for:

  • Disconnect or reconnect fees
  • Collection charges
  • Penalty or late payment fees
  • Revolving accounts
  • Appliance protection plans
  • Winter protection fees
  • Utility payment plans
  • Repairs on equipment
  • Security or yard lights
  • NSF (Non-Sufficient Funds) check fees
  • Pump motor charges
  • Garage building lights
  • Extension or line charges
8. If my LIEAP application was denied, can I reapply?

If your application was denied because you did not provide the needed documents, or if your household income has gone down, you can reapply. You do not need to start over. Just follow these steps to complete and resubmit your application.

Reapplication Guide

Here are the steps to reapply when your application has been denied.

STEP 01: LOG IN.

Visit lieapwyo.org and click “Apply Now” to access the application portal. Log in to your account.

STEP 02: FIND YOUR APPLICATION.

Once you log in, locate the 2025-2026 LIEAP application in “denied” status, then click “view all” to access it.

STEP 03: REAPPLY.

Click on the undo arrow to reapply. This step removes your application from the "denied" status.

STEP 04: RETURN TO DRAFT STATUS.

The system will ask whether you want to return your application to a draft status. Click “accept.” Another window will open up; click “next” to continue completing your application.

STEP 05: COMPLETE, REVIEW, AND SUBMIT.

Your application is now in draft status and needs to be completed and submitted for review. To ensure you receive benefits, follow these steps:

  • Complete the Application: Fill out every section, answer all questions, and upload all required documents. Missing information is the main reason for delays, since we have to send a letter asking for what is missing and wait for your response.
  • Verify Information: Make sure you answered every question and uploaded all needed documents. If you got a “pending” notice before your application was denied, provide all the documents we asked for. If your income has changed, send updated proof.
  • Submit: Click “Submit” when you finish. We cannot review draft applications until they are submitted.
9. Who do I talk to if I have a complaint about LIEAP?

Start by calling 800-246-4221 and ask for a supervisor. If your issue is not resolved, it will be sent to the State Program Manager.

You can find more options in the Applicant’s Rights and Responsibilities section of the LIEAP application. Wyoming LIEAP values customer service, and we welcome your feedback.

10. Who do I talk to if I have a complaint about my utility?

If your utility is regulated (natural gas or electric), you may contact the Public Service Commission at 307-777-7427 or click here.  

If you use unregulated fuel (propane, heating oil, coal, wood), we recommend that you first address your complaint to someone in an authority role at the company. If you can't resolve the issue, call 800-246-4221 for assistance. LIEAP does not have authority over fuel suppliers beyond LIEAP-specific requirements; however, we may be able to advocate on your behalf or refer you to another supplier.

11. What should I do if I think there is a mistake on my eligibility determination or benefit amount?

The appeal process is available to you and can be found on the Applicant’s Rights and Responsibilities section of the LIEAP application. You must request a review in writing within ten days of receiving your LIEAP notice. You may email written requests to lieapinfo@wyo.gov. Be sure you do so within the required time frame.

12. Can I transfer my LIEAP benefit if I move during the season?

In most cases, LIEAP benefits are transferable, however you must contact the LIEAP office to do so.  Call 800-246-4221 for assistance.

13. What should I do if I receive a shutoff notice from my utility?

If you receive a shutoff notice before submitting your application, submit a copy of the shutoff notice with your application and mark the appropriate box on the application. If you receive a shutoff notice after you have submitted your application, call 800-246-4221 and report that you have received a shutoff notice.

You will also need to submit a copy of the shutoff notice to the LIEAP office to receive special situation services. Requests for special situation services for energy-related emergencies are expedited.

14. I can’t find a wood vendor. What should I do?

Call 800-246-4221 to inquire about registered wood vendors in your area. You may also call the 211 referral service.

15. My fuel vendor is not active with LIEAP. What should I do?

Ask your fuel vendor if they are interested in being a LIEAP vendor. If they are willing to register, have the fuel vendor contact the LIEAP office at lieapvendorinfo@wyo.gov or by calling 800-246-4221. If your fuel vendor does not want to be a LIEAP vendor, call 800-246-4221 to inquire about other registered vendors in your area.
